On the surface, wearing a swastika is not an A.R. able offence. There are a few WWII RolePlay regions where people adopt all sides of the military forces in their game.
Now if this individual shows up in a club catering to individuals sensitive to the Holocaust and starts chatting hate speech the club owner may not only ban this person but also file an A.R. on them.
Anything in between needs to be dealt with on a case by case basis. If the presence of this person disturbs you and it's your parcel, you have the right to ban anyone anytime for any or no reason at all.
P.S. I've asked people wearing offensive symbols to remove then any number of times. The compliance rate when asked nice in my experience is about 25% will change their look the remainder usually choose to leave. But that's been my experience. Your mileage may vary.
