Very odd set of symptoms

I am using the Firestorm Viewer but hopeful that one of the really technical people here can offer some theories.

 

Upon starting our school year, we updated to the newest Firestorm viewer so that it could handle SSA.   Logging in, we found that SSA was not working and all rezzing was very slow.  All else seemed fine.

 

Troubleshooting led us to try using a HTTP proxy, and it instantly solved the problems with rezzing and SSA, but now voice was entirely unavailable and *STRANGEST* we were limited to only the region we were standing in at the time.  Other adjacent regions on the same estate showed only as water.

Please offer theories or suggestions.

ETA: Someone from NYDOEs IT department  needs to do some diagnostics on that end, as Oz Linden suggested.
