I want to take a name from one sim to another

I don't know who you were renting from, but most places give you full parcel access you control all the settings. Don't rent from people like that, it's not worth it. You can name the parcel whatever you want if you rent from a legit rental agency. I've never even heard of others doing that. I've owned my own parcels for years and always had full control. You can name the sim whatever you want. Now region name is a differnt thing unless you wanna fork out over a grand for it. (a real grand not linden lol)

When you lease a full region from another person and not Linden Lab, the owner of that region retains all rights to it and it's name and the name of the Estate.

That that owner allowed you to pay for a name change was considerate but it is still his Estate, Region & Name.

You leaving because you found cheaper full region lease will NOT endear you to your current landlord.

If you want the name you will end up paying 2 times the normal name change fee. Once for the current region to be renamed to whatever your current landlord wants and once for your new region landlord to rename that region to the released name. This is of course if your current landlord is in the mood to grand you your region name.

You have exactly zero rights as a tenant leasing a full region from a 3rd party. Linden Lab will not care to hear from you nor intervene on your behalf.

Why are you not buying a region on the used market?

Actually to my knowledge, just like resident's user names, once a name is used for a sim it can't be reused on another sim, even if the original sim changes its name or no longer exists.  The place to find out for sure would be to call conceirge.

However Karen makes a good point about the sim owner cooperating and allowing you to have the name.  IF it is allowed, you would need their written permission and they would be well within their rights to make you pay the fee for renaming that sim.

You can Transfer a Region Name. I did this for a past tenant of mine.
