Make sure that you have sold, or abandoned, all your mainland.  Check this in the "My Mainland" section of your Dashboard page.

Then make sure that you have removed any tier contributions you are making to a group to support group owned land.  See this in the Land and $ tab of the group information window.

Make sure that you don't currently owe any fees for membership or for mainland.  If you have an outstanding balance, pay it.

Once you have done all the above, you can downgrade your membership to Basic.  If you HAVE done all that, and you are still having problems, then first try viewing the website with a different web browser.  This site doesn't get along too well with Internet Explorer.  If there is still a problem, call Billing during normal California business hours at one of the numbers below.

Remember that your Premium membership is prepaid, so you will be a Premium member until the end of your current billing period, even if you have indicated that you will be converting to a Basic membership at that time.  Until the change is official, you will continue to get your L$300/week stipend and you will be able to use Premium sandboxes, Live Chat, and all categories of support tickets.
