does linden limits apply the authorized reseller purchases?

Level 1, 2, 3 are time limits, just like the initial 30 day limit.  As Innula explained in your other thread, LL is trying to discourage people from using SL as a quick way to launder large amounts of money.  The Authorized Resellers do not follow LL's limits (although some of them may have limits of their own), so you may want to buy from one of them until you have been in SL long enough for your level with the Lindex to mature.  Since you have already made a L$ purchase through the Lindex anyway, that clock is ticking.

You should also be aware that you may request a review of your trading limits at any time.  Just submit a support ticket under the category Billing >>> Lindex Billing and Trading Limits Review Request.

Each 3rd Party Resller has thier own Policies and Rules as the old Risk API is no longer supported.

I can't buy anything on the LindeX because of billing and trading limits

See Billing and Trading Limits to check your limits and ensure that your difficulties are actually related to your billing and trading limits. Your level will be highlighted if you're logged in.

If this does appear to be the difficulty, you may request a review of your account to increase your limits by submitting a support case:

  1. Under What type of problem are you having? select Billing.
  2. Under Billing, select LindeX Billing and Trading Limits Review Reqest.
  3. Fill out the remaining fields as instructed, then click Submit.

We'll review your request and get back to you within five business days.

Please read/view the Billing and Trading Limits page directly - It's doesn't copy & paste here correctly. Notice the Currency Trader Limits information on that page. These apply to those 3rd party Resellers.
