Quick Answer: No - Linden Home assignment is random.

Slightly More Complete Answer: However by selecting a Style of Home you are indirectly selecting a pool of Regions that that home style is located in. Still, Linden Home assignment is random within that pool of Regions.

Yes, you can choose your region. When selecting your Linden Home choose the option of region location, located in the upper right.
