Yes, you can always use Skype, as long as you are asking questions about billing.  If you have a non-technical issue related to billing concerns, you can call the Linden Lab billing team at +01-703-286-6277.  There is no number for technical support, however, regardless of where you are.  If you are a Premium member, you may use Live Chat.  Otherwise, ask your questions here.

In effect, if you open a support ticket you are getting support over email.   I have sometimes used it for technical issues with which Live Chat cannot assist.
