Add a hyperlink text to a notice with that directs user to a Web URL

The ability to edit HTML links in in-world notices just isn't there for us to use. The fully qualified URL is your only option unfortunately. It's frustrating because LL clearly does conversion of these to support the SLURL Map naming coordinate system.

I assume you are making the notice in a note card. In that case there is no way I know of to enter a standard clickable URL.

You can include a prim. You can make a prim that is MOAP (Media On A Prim) that shows a web page. You can also make prims that will send people to web sites.

But the handy hyperlinks we use in web pages are not available in note cards. You could seach the JIRA to see if there is such a feature request. If so, click WATCH. If not, you could add one.
