You need to detach any AOs that you are wearing, AND

You need to find and wear the special AO that is a part of the dog avatar outfit.  Look in your inventory under Library/Clothing/Initial Outfits, and find the dog avatar outfit.  Then open its folder, find the AO item, right click and Add it.  The AO will not be a notecard or an animation, but an OBJECT, with a symbol like a cube in your inventory.
