Inventory is stored on Linden Lab's servers. I believe they have recently been carrying out inventory maintenance too, which might have added to your situation.
Regarding the griefer. When it makes its next alt, immediately you are aware of it, block the avatar, submit abuse report on any damage it is causing, utilise autoreturn wherever possible (and advise all your neighbours in notecards/IMs they would be wise to do so to keep the neighbourhood griefer-resistant as far as is possible).
