Yes. That's a standard procedure for many companies that you will want to establish a credit account with on line.  Once your credit card has been verified (almost immediately), you should be able go ahead and use your Account with Linden Lab.  If you continue to get that error message, however, then there is something else wrong.  Go back and read the rest of that Knowledge Base article, particularly this part.  Be aware also that you may not use a prepaid credit card in SL.

The answer is "yes, once your payment method is accepted, you'll be able to buy a Premium membership and $L". 

BUT...

Your payment method was NOT accepted, according to that message you got ("There was a problem charging...")

You'll need to use a verified PayPal account or a major credit card (NOT a debit card or a prepaid card).
