If indeed the items were within your property line and the neighbor returned them, AND they are not members of the same group your land is owned by nor have the objects owner's mod rights, you may have discovered a bug. You should file a JIRA report on this an include pictures etc or any other proofs you have this is occurring.
As for blocking your neighbor in, there are no right of ways in SL other than LL owned property such as roads, waterways and conservation areas or areas set aside by an estate owner for this purpose. So you can't block their access to their property even if you put a huge wall around yours and not sure what they mean by this. If nothing else they can tp there.
It appears that there is a little war going on with tit for tat happening with object return. Perhaps you and your neighbor should meet and talk to each other about the issues like adults so a compromise or better understanding can be reached and the dispute can be resolved. LL won't get involved in resident to resident disputes like this. So unless you all file a JIRA reporting that objects within your property can be returned by neighbors, this is your only recourse unless one of you moves.
