Sometimes there are neighbouring items - often trees - that have an invisible box around them that can be blocking your own object's way, and so the system sees it as you trying to rez items outside of your own land.

Be very precise where you are rezzing.  Use "ctrl" "alt" "t" to see if there are prims from neighbouring land encroaching on your own.
