It's not easy to give a good answer because it's not clear which land you are talking about.  A region is an entire 256 m x 256 m body of land -- sometimes called an "island" or a "sim".  A parcel is also a body of land, but usually much smaller than a whole region.  Usually, a region is divided nto many parcels. You are using the two terms as if you think they mean the same thing, so I can't tell whether you own a parcel or the entire region.

Your renter may ban anyone from land that she owns or rents, or that you have given her permission to ban people from.  If she is only renting her own parcel, that would normally mean that she can only ban people from there.  She wouldn't normally have the power to ban someone from a different parcel or from the whole region.  However, if you own the entire region and have given her a Manager role in your group, she will be able to ban people from anywhere.  A person who has that permission may always ban anyone for any reason.  If you own the region, you may decide to reverse her decision and UNban anyone, and you may decide to remove her permission to ban.

The right to control who can visit your Parcel [whether leased from an Estate Owner or purchased and leased from LL] is sacrosanct.

A Parcel owner may ban anyone at any time for any reason what so ever or for no reason at all.

It's as simple as that.

If you are an estate owner, you can not really be banned from any parcel you own and then lease out.  As an Estate Owner you can insist that your staff [of friends] be allowed to have access at all times. You can even insist that all land on your estate remain accessible to visitors at all times. If your lessor doesn't wish to abide with this covenant, then evict them. After all you own the land.

EDIT: Arial's observation is spot on as well if your issue is with the person that leastes the Parcel to you.

"Landlord" might be an easier term to understand than "lessor." Are you sure she doesn't have a reason?

Either way, any landowner can ban any resident for any reason, or no reason at all. You're paying to use the land, but if the landowner has an issue with the behavior of one of your guests, she can ban the guest.

You're only option is to wait for your rent to run out, and move to land owned by somebody else, where your friends aren't banned. If they're behavior earned them a ban on one region, though, it might get them banned at others.
