Short answer, no. Slightly longer answer, you should go back to the store and see if there is a redelivery terminal. Use Area Search if it's a big place. Also have a look around and see if there is a board with customer service reps listed. There might also be an update group which might help. If the store uses caspervendors you have a very good chance of getting a redelivery.
If the item was copy/no transfer then there is no reason not to send a redelivery, but if a store owner doesn't want to then you have pretty much no recourse. LL won't get involved with this sort of issue under any circumstances.
