There's routine maintenance going on today, and they do usually advise you NOT to make purchases or rez no-copy items during this time.

But most often what you find is that the region comes back up (in 15-20 minutes) and you can go back to your apartment.

No. Regions go down occasionally, especially on Tuesdays (the usual Region Restart Day.) You should be able to return there after a brief period.
