You can use it at annoying people, griefers... or just for anyone you don't want to see, contact. In over nine years, I don't recall ever having blocked/muted a person, but I have blocked quite a few spammy objects. I know some people who block other people all the time. It's mostly a matter of how you deal with people who annoy you.
