There's no way to prevent SL using the UDP protocol and it is required, so if the proxy solution for TMG won't support UDP (as you claim) then I think you're out of luck. My understanding is that you require a SOCKS-friendly proxy to support UDP.
I do also notice that TMG is end of life, stuck on extended support only. Maybe it's time to look for a new security solution?
