Look on the main Map. If you look closely, you will see that some water regions have a blue and white texture, like waves. These are active regions and may be traveled by any means, including aircraft.
Other map areas have a plain blue texture, and the grid squares do not have region names. These areas are "void." There is nothing there, no regions are running a server at that location. They are just a way to keep track of where things are on the map, and you can't go there. There IS no "there" there!
I enjoy exploring by plane, and the many water regions in the Blake Sea area of the map provide a rich territory to explore.
Tips: Don't fly too fast. Don't cross regions at a corner, fly straight across the border. Maintain an altitude of 100m or more to avoid ban lines and most security systems. Flying over open ocean makes it less likely that you will run into a full parcel and get crashipated.
