Can Second life legally state if a IP address matches someone elses

The staff at Linden Lab will not give out I.P. Addresses to any account holders, period. If presented with a subpoena or Order to Comply from the correct legal authority's, then they may disclose Account Holder I.P. addresses to the requesting agencies.

Additionally, If Linden Lab chooses to restrict or to ban an I.P. Address that is their business in resolving one or more issues related to T.O.S. Violations and the like.

BTW: In the US there are not many specific local laws that prevent/restrict the disclosure of I.P. addresses. Most businesses adopt the position of not providing this information as a matter of Customer Privacy.

You mean, will they tell you that Lindal Kidd's IP address is (let us say) the same as Lynnette Weston's IP address?

No, they will not.  Even if they did, this does not necessarily tell you that Lindal and Lynnette are the same person.  IP address matching is subject to lots of false positives and false negatives.
