The Firestorm viewer does have a "parcel Windlight" feature, and you can use it as Rolig says to apply a custom Windlight sky and water to your parcel. However, ONLY other people who have the Firestorm viewer, AND have set their preferences to view parcel windlight settings, will see the lovely settings you have made.
