You could try and send it again, the same way as you originally sent it. Your partner should receive an email proposal from you.
If you receive a message that there is already a proposal pending for that person, then your prospective partner needs to visit their dashboard, look at their account status. Maybe emails are failing to reach them at this moment. The proposal will be sitting waiting for them on the website if it has gone through ok.
