The principal is fairly straightforward you build your scene, load it in a rezzer (preferably one that allows multiple builds in one rezzer) and then build the next scene and load that, and so on.
Change the style of the actual rezzer to look like a wall control panel or whatever and then when you click it you just choose which scene to rezz. It will automatically derezz the current scene when rezzing the new one.
