if you don't have a premium account the best thing to do is leave the account dormant forget about it never log in if you do decided to ever log in again the account is still there for you to use, if you do decide to completely cancel your account by logging in to your dashboard clicking account then cancel account that account is then gone but may be recoverable at a cost of 9.95 and LL can't guarantee anything you acquired in your inventory or L$ balance can be recovered you might prefer to make a new account than spend out trying to recover an old one
if you want to change your level of membership from premium to basic click change membership plan above cancel account and click where it says basic account then save changes

Just don't log in anymore.  No reason to cancel your account unles you are a premium member.  You may one day want to come back.

Unless you are paying tier for land and premium, you don't have to cancel anything.  If you are a basic member, simply stop coming to SL.  There is no need to cancel anything.  The plus to doing it this way is that your inventory is saved if you should one day want to log in again for some one-day event or meet someone inworld for something.
