Can I place an object on an Open Space sim? In this case pier on open water as a scenery asset.

Yes you can use Openspaces. The water ones are often used for sailing events & if you want to use yours then remember 750 prims doesn`t go very far, so try not to use them all up making it look pretty if you want to be able to rezz boats on there etc.
