Hello m0on. If your sim is offline, (assuming that you are the Estate Owner or Manager) submit a ticket https://support.secondlife.com/create-case/ --> Land & Region --> Report an offline Region. If someone comes to your sim and you consider that violates the TOS you can fill a Report Abuse under Menu Help. You can also ban him.

In addition to the great LoveAngel answer:

You can fill that type of support ticket in any case, you don't need to be Estate Owner/Manager and you don't need a Premium account for that ticket.

It sounds like you are renting a sim from an estate owner.  The owner, or their estate manager, are the only ones who can re-start the sim for you.  Linden Lab will not get involved.  Keep sending POLITE notecards or IMs to the estate owner to have the problem corrected.
