Why does nothing work?

Have you tried to rez stuff on a different sim?  The problem might just be while on your own sim.

Yes, there is always maintenance taking place. This is essential, just as the stores all have to be restocked on a regular basis, and your house may need new electrical wiring, or painting, or vacuuming, the bins emptying, or whatever.

Around 2008 and prior to that, these maintenance sessions would actually mean the whole of the grid was inaccessable for 8 or more hours at a time sometimes. This rarely happens nowadays, and the majority of us don't want to see the bad old days back again.  Maintenance is essential, though, especially as most of what you see around you is created by the users, which often is the cause of new bugs and issues that need to be dealt with.

When ever asking technical questions include your computer and viewer information. Click Help->About in the viewer and copy paste that information with your questions.

It is rare that Linden Lab maintenance of the SL system will actually prevent rezzing. They usually mention when specifically working on the asset servers. Most maintenance is a matter of a region restarting. That has an affect for 5 minutes before the restart. Otherwise, you mostly won't see an effect. The Lab's warning for Tuesday and Wednesday restarts is generalized. One cannot know where in the restart que they are, so they can't know when rezzing in their region may destablize.

Rezzing is often dependent on which group you have active. I rent a home and it has a group that all renters belong to. Only when that group is set to active can I rez in my home.

SL is an experimental virtual world.  When it works you can make and do almost anything in it, unlike games.

The price for that power, freedom and experimental nature is that a) it's a lot of work to learn to work, b) bits of it are usually broken, c) some of it is always broken (marketplace), d) sometimes it's all broken.

If you are looking for a reliable environment and get mad when you don't find it then SL isn't the place for you.
