Have you tried to rez stuff on a different sim? The problem might just be while on your own sim.
Yes, there is always maintenance taking place. This is essential, just as the stores all have to be restocked on a regular basis, and your house may need new electrical wiring, or painting, or vacuuming, the bins emptying, or whatever.
Currently there is a large critical upgrade taking place of the equipment that is used to run the Second Life grid. Please see grid status pages for more details http://status.secondlifegrid.net/
Around 2008 and prior to that, these maintenance sessions would actually mean the whole of the grid was inaccessable for 8 or more hours at a time sometimes. This rarely happens nowadays, and the majority of us don't want to see the bad old days back again. Maintenance is essential, though, especially as most of what you see around you is created by the users, which often is the cause of new bugs and issues that need to be dealt with.
